Уровень зарплат в российских регионах невысокий, поэтому молодежь решает проблему радикальными способами: переезжает в мегаполисы или покидает страну. Жилищная кооперация дает возможность приобрести квартиру с минимальными вложениями. В СССР первые объединения пайщиков появились в 1920-е годы, но бурное развитие ЖСК пережили уже в послевоенное время. Вступить в кооператив имели право только те граждане, которые жили в стесненных условиях. Кроме того, требовалось иметь определенный уровень дохода или сбережения на первый взнос. На средства пайщиков возводили дом, а примерно треть стоимости строительства погашалось за счет государства. Модель успешно работает в других странах. В кондоминиумы вступают малообеспеченные граждане, которые не могут себе позволить единовременно купить жилье. Строительство ведется за счет кредитных средств, которые гасят члены объединения. В результате люди получают квартиры по низкой цене, а затем платят взносы долгие годы. В большинстве стран такое жилье нельзя продавать или сдавать в аренду в течение 20–25 лет, к тому же необходимое условие для кандидата — постоянная регистрация в населенном пункте. Как работает «Бест Вей» Жилищный кооператив «Бест Вей» Романа Василенко работает по простой и прозрачной схеме. Пайщикам не нужно иметь безупречную кредитную историю или подтверждать доход. В объединение могут вступить все: студенты, молодые специалисты, пенсионеры и люди с ограниченными возможностями здоровья. Кроме того, кооперация помогает приобрести жилье тем, кто хорошо зарабатывает, но не может официально подтвердить свой доход. Как правило, у таких категорий населения мало шансов получить ипотеку в банке. Одно из важных достоинств кооператива — возможность приобрести недвижимость в разных регионах. Людям не надо покидать родной город, чтобы заработать, причем квартиру они получают с минимальной переплатой. Таким образом, ЖК способствует сохранению трудовых ресурсов в малых населенных пунктах. С другой стороны, при желании сменить место жительство, кооператив дает возможность приобрести жилье в любом другом городе. Роман Викторович Василенко отмечает, что идея основать «Бест Вей» пришла ему в голову после изучения жилищной ситуации в стране. Предприниматель выяснил, что в России созданы тысячи кооперативов, но у всех одна беда — слишком длинная очередь. Разработать собственную оригинальную модель помогло блестящее образование. Предприниматель окончил Ярославское высшее военное финансовое училище, а после выхода в запас получил степень МВА во Франции. В биографии Романа Василенко — многолетний опыт работы в финансовом консалтинге, что сыграло роль в реализации проекта. После окончательных расчетов жилье переходит в собственность пайщика. У члена кооператива всего две обязанности: регулярно вносить платежи и ежемесячно оплачивать небольшие членские взносы, которые идут на текущие нужды организации. Преимущество модели заключается в том, что человеку не нужно собирать множество документов, а затем в течение многих лет оплачивать проценты и страховые взносы. В среднем переплата за квартиру стоимостью в 5 млн рублей составляет примерно 480 тысяч рублей, причем сумма на 100% складывается из членских взносов. В случае с ипотекой равноценное жилье обойдется заемщику на 2 млн рублей дороже своей первоначальной стоимости. Стоит отметить еще одну особенность работы ПК «Бест Вей» — если у пайщика возникают финансовые трудности, он возвращает жилье кооперативу и получает свой пай в полном объеме. Удерживаются только членские взносы.
